Résumé | : | Demographic migrations from rural to urban represent the most spectacular change in sub-Saharan Africa in the last few decades. This region, once more than 80 per cent rural at the time of the reversion from colonial to self-governmental status, has become more than 50 per cent urbanized in the last few years. Enormous strain has been placed on African cities in terms of urban planning, absorption of immigrants, and urban financial systems. While the temptation is great to solve everything at once, urban development must also include social, environmental and economic development. Projects developed by les Agences d'execution des travaux d'interet public pour l'emploi (AGETIP) in the 1990s were created to address certain side effects caused by structural adjustment programs. The rapid increase in urban populations unleashed urban problems in urgent need of swift solutions. AGETIP projects coexisted with urban government projects. However, now that the situation is more normalized, mayorships must develop long-range planning for African cities and delegate responsibility for specific projects to agencies such as AGETIP. The future of African cities is tied to both their macro-economic and political environment, which includes an informed selection of investments and economic partners. This publication, based on twenty years of experience in francophone Africa, proposes practical urban planning and operational tools to identify priorities in the urban development process. |
