Abstract | : | This report analyzes irrigation management in the People's Republic of China. It is based on Chinese-language materials published in China and now available in the United States. Major topic areas covered are the institutional environment, the organizational structure (including staffing), water fees and funding, and water allocation (including the conjunctive use of multiple sources). It is found that despite a markedly different institutional framework, including collectivized agriculture and a Leninist Party, China's irrigation management is by and large quite similar to that of other Asian LDCs. |
