Abstract:  This technical paper presents a broad overview of the Tennessee Valley Authority (TVA), recognized worldly as the model for river basin development and management. The objective of the study - while presenting its history, conception and development, institutions and programs - is to summarize those aspects of TVA, particularly those related to water resources management, thus, serving as a useful reference in the evaluation of the various conditions for a comprehensive river basin development. TVA was established in 1933, and fostered the social and economic development of the Tennessee River Valley, through the integration of a strong infrastructure, a healthy natural resource base, and human capacity. In addition, a review of the legal, institutional and financial framework of TVA is analyzed. Views on the hydrological and flood potential of the Tennessee River Basin are analyzed, including its reservoir system and uses, such as flood management, power generation, as well as navigation and water quality aspects. The power program is also examined, through its finances and perspectives, presenting a strategy for the future. Current issues and challenges are discussed, and, based on the TVA experience, lessons are offered for comprehensive river basin management.
