Abstract:  This report has been prepared as a contribution to a concerted effort within the World Bank to define more explicitly its policies towards water resources management. In particular, it aims to assist the World Bank and other international organizations in their pursuit of a more active role in helping sub-Saharan African countries improve the management of shared water resources. At the same time, the report contains some generic findings that should be of direct value to decision makers in riparian states involved in such issues.
